Overview
This course aims to develop the capacity of staff across Irish higher and further education in relation to Open Educational Resources (OER) and Open Educational Practices (OEP).The course reflects the is firmly embedded within, and directly advances, the strategic priorities of the following Declarations, action plans, and initiatives:
This course builds on the National Forum’s prior work in developing open capabilities across the sector, including the “Using OER and OEP for Teaching and Learning” resource (open.teachingandlearning.ie) and the National Resource Hub (hub.teachingandlearning.ie). It further reflects the National Forum’s positioning of Open as a strategic priority within its enhancement and capacity-building agenda. The course is strategically aligned with:
- UNESCO OER Recommendation (2019)
- Dubai Declaration on OER (2024)
- EU Digital Education Action Plan (2021–2027)
- Education for Sustainable Development (ESD) to 2030
- National Action Plan for Open Research
- Knowledge Equity Network Declaration on Knowledge Equity

The target audience is higher and further education staff who teach or support learning (academic, library, instructional design, learning technologist, programme administration).
You’ll Learn to
Upon successful completion of the course, participants will be able to:
- Describe Open Educational Resources (OER) and Open Educational Practices (OEP) and their relevance to quality, equity and sustainability in Irish higher education.
- Evaluate appropriate OER and OEP approaches to support teaching, learning and assessment considering quality, accessibility, equity and legal/ethical dimensions.
- Identify the practical and ethical considerations of using OER and OEP for teaching and learning in the context of established and emerging technologies (e.g. GenAI).
- Appropriately integrate OER and OEP into teaching, learning and assessment in their own context in alignment with institutional, national, and international priorities.
- Contribute to a culture of critical openness to develop, share, and sustain open practices and to contribute to relevant policy development (e.g. OER policies).
On earning your open badge award for this course, you will have achieved further recognition in the following domains of the National Professional Development Framework for Staff who Teach:
- Domain 2 Professional Identity, Values and Development in Teaching and Learning supports the development of staff’s critical reflection skills and the evaluation of their teaching considering the development of the scholarship of teaching and learning. Some key professional values are identified.
- Domain 3 Professional Communication and Dialogue emphasises the importance of excellent, clear and coherent communication skills within the changing learning environment.
- Domain 4 Professional Knowledge and Skills ensures the individual remains current in terms of their professional/disciplinary knowledge and can implement teaching, learning and assessment approaches which promote active learning and are underpinned by a strong evidence base.
- Domain 5 Personal and Professional Digital Capacity recognises explicitly that we live and work in a digital world, and that teachers must develop digital skills that allow them to harness the potential of technology for learning impact.
